Time travel through binoculars

A crowd of people moves through magnificent city spaces in transparent containers. The time travelers take an elevator in a skyscraper built by megalomaniacs. On the roof, they look through binoculars and see an early nineteenth-century painting depicting the fall of a once-sophisticated civilization.
